Microsoft Copilot Studio for companies: profile and verdict

The default for organisations already standardised on Microsoft 365: governed by the tenant you run, billed in credits that need careful capacity planning.

Microsoft Copilot Studio is a low-code tool for creating agents that connect to company data and automate business processes such as help desk, change management and guest management1.

Best for: Companies standardised on Microsoft 365 that want to build governed agents within the tenant they already administer.

Not the right fit for: Companies that want predictable costs without capacity planning, or whose main records live outside Microsoft’s ecosystem.

How licensing works

Copilot Credits are the common currency across Copilot Studio; they replaced "messages" on 1 September 2025. A company can buy prepaid Copilot Credit packs, take a one-year prepurchase plan through Azure, or pay as it goes through an Azure subscription and pay only for the credits used each month2. Purchased capacity is enforced monthly and unused credits do not carry over; usage beyond capacity can lead to service denial.

For holders of a Microsoft 365 Copilot licence, agent use in Copilot Chat, Teams or SharePoint for classic answers, generative answers or Microsoft Graph grounding is not charged when the agent runs with the user's authenticated identity2.

How it is governed

Copilot works with access scoped by each user's permissions, and Microsoft Purview can classify and label data, help prevent unauthorised sharing and review Copilot prompts and responses. Administrators control how users create and use agents, and an AI Administrator role allows least-privilege management of AI features. EU users' traffic stays within Microsoft's EU Data Boundary1.

Published evidence

The documentation we read describes licensing and controls; it does not include customer results.

Strengths and limits

Strengths

  • Runs inside the Microsoft tenant, identity and compliance tooling a Microsoft-centred company already operates.
  • For Microsoft 365 Copilot licence holders, some agent use in Copilot Chat, Teams and SharePoint is not billed when the agent runs with the user’s identity.
  • Microsoft Purview can label data and review Copilot prompts and responses.

Limits

  • Capacity is enforced monthly; unused credits do not carry over, and exceeding capacity can lead to service denial.
  • The cost of a credit and the credits used per action are set out in a separate licensing guide, which makes estimates harder.
  • Agents are built and maintained by the customer or a partner.

Choose another option if: You want a platform designed and run with you, or your core records are not in Microsoft systems.

Pricing

Billed in Copilot Credits via prepaid packs, a one-year prepurchase plan or pay-as-you-go. Per-credit rates are in Microsoft’s licensing guide, not on the page we read.

Questions for Microsoft or a partner

  • How many Copilot Credits will our planned agents consume each month, using Microsoft's usage estimator?
  • How do we require human approval for specific agent actions, and where are agent actions logged?
  • Which of our non-Microsoft systems can agents reach, and through which connectors?
